How to Use SNAP EBT at Safeway (In-Store, Online, and Drive Up & Go)
Safeway accepts SNAP EBT everywhere: in-store, online delivery, and Drive Up & Go pickup. You swipe or insert your card, enter your PIN, and SNAP covers the eligible items in your cart. Non-eligible items get charged to a second payment method. That's the basics. What You Can Buy with SNAP
SNAP covers most food you'd take home and eat. The rule is simple: if it has a Nutrition Facts label and isn't hot at the point of sale, it's almost certainly eligible.

Bread, cereal, rice, pasta
Snack foods (chips, cookies, candy)

Vitamins and supplements (anything with a Supplement Facts label instead of Nutrition Facts)

Prepared foods meant to be eaten in the store
The hot food rule trips people up. A rotisserie chicken straight from the warmer? Not eligible. That same chicken after it cools down on a shelf? Technically eligible. In practice, most stores keep hot items in hot cases and ring them up as ineligible.
The Energy Drink Gray Area
Energy drinks are a coin flip. Monster Energy and Red Bull carry Nutrition Facts labels, so they're SNAP eligible. But supplements like 5-hour Energy carry a Supplement Facts label and aren't covered. Same aisle, different labels, different rules. Check the back of the can if you're unsure.

Using EBT In-Store
Walk up to any register. Swipe or insert your EBT card. Enter your 4-digit PIN. Done.
The register splits your payment automatically. SNAP covers eligible items. Everything else (cleaning supplies, paper products, hot food, alcohol) gets charged to your second payment method: cash, credit, or debit. You don't need to separate your groceries into two transactions.
Your remaining SNAP balance prints on the receipt.
Chip Cards Are Coming
The USDA is rolling out chip-enabled EBT cards to reduce fraud. California and Oklahoma started issuing them in January 2025, and more states are following. The new cards still have a magnetic stripe, so they work at older terminals too. Some states will also support contactless tap payments.
Using EBT Online (Delivery and Drive Up & Go)
Safeway was one of the first eight retailers in the USDA's SNAP Online Purchasing Pilot. Online EBT is now available in all 50 states and D.C., and Safeway accepts it for both delivery and Drive Up & Go pickup wherever they offer those services.
How to Check Out with EBT Online
Sign in to your Safeway account (or create one).
Build your cart.
At checkout, tap "Edit" in the Payments section.
Enter your EBT card number.
Choose how much SNAP (and/or EBT Cash) to apply.
Add a backup payment method for non-eligible items and fees.
The Safeway mobile app works too. Select "Checkout with EBT card" beneath the checkout button.
What SNAP Won't Cover Online
SNAP cannot pay for delivery fees, service fees, or tips. Those always go to your backup payment method. This is a federal rule, not a Safeway policy.
The Weight Surcharge
For items sold by weight (produce, deli meats), Safeway applies a temporary 10% surcharge to your EBT at checkout. This covers the possibility that the item weighs slightly more than estimated. Once it's actually weighed, any overage gets refunded to your EBT card. You're not losing money. It just looks odd on your statement for a day or two.
WIC Is In-Store Only
If you use WIC benefits, those only work at the register. WIC is not accepted for online orders at Safeway.
FreshPass for SNAP Recipients
This is the biggest money-saving perk most SNAP recipients at Safeway don't know about. FreshPass is Safeway's delivery and perks subscription. For SNAP households, it costs roughly half price.

The annual plan works out to about $4.08/month. If you order delivery even once a month, you save more in delivery fees than the subscription costs.
What FreshPass Includes
Free delivery on orders over $30. The $30 threshold is based on your pre-tax cart subtotal. All grocery items count toward it, whether they're SNAP-eligible or not. Alcohol, tobacco, and fluid dairy are excluded from the subtotal calculation.
Discounted Flash delivery. Flash is Safeway's faster delivery option, available in some areas. FreshPass subscribers pay a reduced fee for Flash orders. Orders under $30 still incur a minimum order fee.
5% off O Organics and Open Nature products. These are Safeway's organic and natural store brands. The discount applies automatically. Over a year, this adds up if you buy store-brand organic milk, eggs, produce, or snacks regularly.
5% off Signature Pet Care. If you buy pet food at Safeway, this covers it.
2X points on exclusive brands. Store brand purchases (Signature SELECT, O Organics, Open Nature, Lucerne, Waterfront BISTRO) earn double rewards points. Points don't expire while you're an active subscriber.
Monthly Starbucks perk. A rotating monthly offer tied to Starbucks products.
VIP customer service line. A dedicated phone number for FreshPass members, which means shorter hold times.
$5 monthly credit (annual plan only). Annual subscribers get $5 back each month, which works out to $60/year. That alone covers more than the $49 annual subscription cost. The credit is valid for in-store and Drive Up & Go orders.
The Math on FreshPass
A single Safeway delivery without FreshPass typically costs $6.95 or more. Two deliveries a month is roughly $14 in fees. At $5.99/month for the SNAP plan, FreshPass pays for itself after the first delivery.
On the annual plan at $49/year, you get $60 back in monthly credits. You're effectively being paid $11 to subscribe, before counting free delivery and the product discounts. This is the most underrated deal for SNAP recipients who order online.
Free Trial
New subscribers get a free trial. The standard FreshPass trial is 30 days. The trial auto-converts to a paid subscription if you don't cancel. The $5 monthly credit isn't available during the trial period. One trial per account.
How to Sign Up
Go to the FreshPass page on safeway.com or in the app.
Select the government assistance plan.
Verify your SNAP status through SheerID (a third-party verification service).
Enter your first name, last name, email, date of birth, ZIP code, and EBT card number.
Most verifications go through instantly. If it doesn't, you can upload documents (up to three attempts).
Choose monthly or annual, and enter a credit or debit card for payment.
You have to re-verify your SNAP status every 12 months. If your status changes and you can't re-verify, the subscription gets cancelled.
You can't pay the FreshPass subscription fee with your EBT card. It requires a credit or debit card.
Cancellation
Cancel within the first 15 days without placing any orders and you get a full refund. After that, your subscription stays active through the end of the billing period with no refund.
What FreshPass Doesn't Cover
Free delivery doesn't apply to third-party delivery (Instacart, DoorDash), Vine & Cellar wine orders, Marketplace items, or pharmacy prescriptions. Flash delivery is discounted, not free.
Stretching Your SNAP at Safeway
SNAP gives you a fixed budget each month. How far it goes depends on how you shop.
Safeway for U and Digital Coupons
Safeway for U is Safeway's free loyalty program. It works with SNAP. Sign up through the app or website, and you get access to digital coupons, personalized deals, and rewards points.
Digital coupons clip to your account and apply automatically at checkout, whether you're paying with EBT or not. The discounts come off before your EBT is charged, so a $1-off coupon on a $4 box of cereal means your SNAP pays $3 instead of $4. No paper clipping required.
New coupons load every week. Some are tied to the weekly ad, others are personalized based on what you usually buy. Check the app before you shop. Five minutes of scrolling through coupons can save $5-15 on a typical trip.
Rewards points accumulate as you shop and convert to fuel discounts or grocery rewards. FreshPass subscribers earn 2X points on store brands, which stacks with digital coupons.
Store Brands vs. National Brands
Safeway's store brands are where the real savings are. Signature SELECT is the everyday line. O Organics covers organic products. Open Nature is the natural/free-from line. Lucerne handles dairy. These run 20-30% less than the equivalent national brand on most items.
A few examples: Signature SELECT canned tomatoes vs. Hunt's, Lucerne shredded cheese vs. Kraft, O Organics pasta sauce vs. a name brand organic. Same product, less money. FreshPass subscribers save an additional 5% on O Organics and Open Nature on top of the lower base price.
Weekly Ad and Sale Cycles
Safeway's weekly ad runs Wednesday to Tuesday. Meat, produce, and pantry staples rotate through sales. If chicken thighs are on sale this week, buy enough for the week. If pasta and sauce are both discounted, stock up.
The app shows the weekly ad and lets you add sale items directly to your list or cart. Combining sale prices with digital coupons and SNAP stretches your budget the furthest.
Buy in Bulk When It Makes Sense
Larger sizes cost less per ounce for staples like rice, beans, oats, cooking oil, and frozen vegetables. If you have the storage space, buying the bigger bag or box saves money over the month. The unit price (price per ounce) is on the shelf tag. Compare before grabbing the familiar size.
How to Apply for SNAP

Your State Runs the Program

Some states use "broad-based categorical eligibility," which raises income limits to around 200% of the federal poverty level. Others stick to the standard 130% gross income limit.
Your state also determines whether EBT Cash (TANF benefits) works for online purchases. Even if your local Safeway accepts EBT Cash in-store, it might not be available for online orders. Check with your state's EBT office if you're unsure.

Four ways to check how much SNAP you have left:
Receipt. Your balance prints at the bottom of every receipt after a SNAP transaction.

Splitting Payments
You don't have to use SNAP for your entire grocery bill, and you don't have to use all your SNAP balance in one trip.
In-store, the register handles it. SNAP pays for eligible items, and you pay the rest with cash, credit, or debit. You can also tell the cashier a specific dollar amount of SNAP to use and cover the rest another way.
Online, the checkout screen lets you choose exactly how much SNAP and EBT Cash to apply. A backup payment method covers everything else, including fees.
States Where Safeway Operates
Safeway has stores in about 16 states plus D.C.: Alaska, Arizona, California, Colorado, Delaware, Hawaii, Idaho, Maryland, Montana, Nebraska, Nevada, New Mexico, Oregon, South Dakota, Virginia, Washington, and Washington D.C.
If you're in a state without Safeway, other Albertsons-owned stores (Albertsons, Jewel-Osco, Vons, Pavilions) accept SNAP EBT the same way, both in-store and online.
